Default Different strokes for different folks: aka District allocation

There should be quest specific districts, exploration, and mission districts. That way we don't have to deal with "5MAN FARMING group" spam for UW/FoW and just about every area after Henge of Denravi.

I get sick of it when the amount of people that are questing/actually doing missions or quests is slim to none. It took me roughly 5 hours on Friday to get an Underworld group that would go EXPLORE.

Perhaps this system can activate if it hits a certain amount of people (aka Lion's Arch, Droknar's, and every other major overcrowded place).

proposed:
1-4 districts full --> no split
6-10 districts full--> split up for questing
10+ districts full --> split up to quest/mission/explore

We should also be able to have lag-short districts.
I lag, and so I like going to the least full districts all the time, so they should have districts where there is a maximum # of people allowed which is lower then most other districts. Say normally Droks max is 300, then the max in this dis would be 150.
